As you may know, maternal and child health (MCH) entities within each state are preparing Title V Needs Assessment for the current and future MCH programming. The Title V grant provisions stipulate that states conduct these needs assessments every five years. This multi-year process helps determine the current needs of each state, the success of programs that the Title V MCH Block Grant supports, and the initiatives or programs that future grant funding should support.

To support its growing advocacy platform, Lamaze launched the Advocacy + Collaboration (A+C) Committee earlier this year to help navigate, develop, and monitor state, federal, and local advocacy efforts related to CBE. The timing for this new Committee is perfect as discussions around improving maternal and childbirth outcomes continue to gain momentum among communities, clinicians, and all levels of government.
This movement creates many new opportunities for Lamaze advocacy. Led by Jill Wodnick, the A+C Committee is developing a toolkit to help advance state and local maternal and child health priorities, integrate CBE into state Title V Maternal and Child Health Services Block Grant Programs funding, and further engage health departments, perinatal collaboratives.

According to the National Home Visiting Resource Center, evidence-based home visiting programs operate in all 50 states, the District of Columbia and 5 U.S territories.

As one of the largest Federal block grant programs, Title V (verbally called “Title 5”) is a key source of support for promoting and improving the health of the nation’s parents and children. The Title V Maternal and Child Health (MCH) Services Block Grant Program is a federal/state partnership, authorized under Title V of the Social Security Act to ensure the health and well-being of women, mothers, infants, children (including children with special health care needs), adolescents and their families. Originally authorized in 1935, Title V is the oldest public health program in our nation.
