As previously reported in Connecting the Dots, in April 2022, the Biden Administration announced an initiative to create a Birthing-Friendly Hospital designation framework to help improve U.S. maternal health outcomes. Administered by Centers for Medicare & Medicaid Services (CMS), the Biden Administration will provide this designation to help consumers make informed decisions when selecting a hospital for labor and delivery. CMS will make its Birthing-Friendly Hospital designation information publically available on its website, beginning in the fall of 2023.

This week, President Joe Biden signed the Protecting Moms Who Served Act into law, the first of the 12 Momnibus bills to make it to the President’s desk. The Protecting Moms Who Served Act focuses on maternal health among Veterans by commissioning a study to assess maternal-health risks birthing Veterans face and investing in Veteran Affairs’ maternity-care coordination.

On February 7, 1999, while almost six months pregnant, I lost my second child to a preterm birth. That was one of the hardest things I ever had to endure. The months before were spent preparing for the birth, planning out how to parent two children and building my life with the love of my life were the highlights of my existence. I would have never thought that all that planning would come crumbling down in an instant.

To me, advocacy is helping people find their voice. Educating them so they empower themselves to make change, be it change for their birth or going further and making change for others. Standing next to them and providing support. In my childbirth classes I try to remain as balanced as the evidence will allow. I share that I am educating so that they can make the choices that are right for them at the time. My goal is preserving the birth memory because we remember our births for the rest of our lives. Even a birth ending not the way we originally planned can be an amazing memory, as we found with our second and third births.

As Lamaze joins stakeholders, advocates, and policymakers in celebrating Black Maternal Health Week (April 11-17, 2021), Lamaze educators, advocates, and parents can reflect on the progress made on raising awareness of maternal health disparities—and the actions taken to address them. With the Congressional Black Maternal Health Caucus’ (BMHC) and other policymakers’ leadership, vision, and collaboration, federal efforts to reduce maternal health disparities and shortfalls are no longer just talking points. They are now Congressional actions.

In partnership with the Congressional Black Maternal Health Caucus (BMHC), Lamaze hosted a webinar, Evidence-Based Childbirth Education: A Critical Strategy in Improving Birth Outcomes & Reducing Maternal Health Disparities, in July to discuss the growing role childbirth educators have in reducing maternal-health disparities. The webinar featured U.S. Representatives Alma Adams (North Carolina) and Lauren Underwood (Illinois), BMHC Co-Chairs; Tara Owens Schuler, M.Ed., LCCE, FACCE, Lamaze Diversity + Outreach Committee Chair; and Melissa Harley, AdvCD/BDT(DONA), LCCE, CLC, FACCE, DONA International President.

As you may know, maternal and child health (MCH) entities within each state are preparing Title V Needs Assessment for the current and future MCH programming. The Title V grant provisions stipulate that states conduct these needs assessments every five years. This multi-year process helps determine the current needs of each state, the success of programs that the Title V MCH Block Grant supports, and the initiatives or programs that future grant funding should support.
